i remember on successive days after the towers came down, powell and bush said: &quot;this attack is not the result of american foreign policy,&quot; my immediate reaction was &quot;where is the sound of laughter resounding around the world?&quot; 
 
but they had to say that. otherwise every living president, and many officers of state, would have been lynched.  
 
The Second Resource War is not attributable to one president, it has been developing since the 1930&#039;s. 
 
it just happened that bush 1 and 2 were holding the football when covert appetite for oil became overt violence. this can&#039;t be good news for their place in popular history, but the functional demands of the american empire are not under the control of any individual. </description>
