Regarding your conclusion that Western MNCs and many governments are &quot;liberally borrowing from [...] China&quot;: I would argue that these Western institutions may not only be liberally borrowing but may intentionally use China as a testing ground for censoring technologies and publicity strategies. China&#039;s weak legal system and institutional controls are a suitable setting for trying out larger visions of a different future.
