Here's my theory:

A trap was not set to get Iranians into a conflict; the trap was set to test Iranian's response to their bullying! In other words, they wanted to see how easily Iran will bend. With this one stone three birds would have been killed:

1) Iran's water border would have been pushed to where determined by the British!
2) Stage would have been set for further incursions.
3) Blair would have got a chance to huff and puff and rally the beerded pub-dwellers of britain behind its possible upcoming aggressive attitude towars Iran.

I am personally happy that Iran withstood its grounds.
I am also happy that they released pictures of healthy and happy soldiers.

I know that the coalition governments are calling it "propaganda", but I am sure they would have been much more pleased if the Britons were shown in a state of misery, tortured and abused! That would have validated their accusations of Iran's evilness! They must be quite pissed that Iran didn't give them the chance!

Always difficult to give a definitive answer to your question without further information, but it's fairly conceivable that the British sailors were used as pawns. Notice also that the US has been relatively quiet about the situation, especially considering their usual vitriol towards Iran. I think the Americans are still ironing out the details to invade Iran, the Generals are giving their political masters a lot of warnings about the practicalities, and the British have been kept somewhat in the loop, thought not a lot, and are merely playing their part as junior lieutenant to the Sherrif of the Middle East.
