Vulture capitalism logic; kill and abuse and ensure more business

American mercenary company Blackwater (now known as Academi, to ensure even more lucrative contracts) has an appalling record of human rights abuses. Gawker recently obtained a massive cache of documents that highlight this cowboy firm:

Blackwater, the private mercenary firm that became synonymous with Bush-era war profiteering and reckless combat-tourism,announced yesterday that it has changed its name to Academi (after a previous incarnation as Xe Services) in a bid to distance itself from its history of wanton lawlessness. We’ve obtained a 4,500-page record of that history in the form of State Department incident reports documenting every time a Blackwater guard shot at an Iraqi between 2005 and 2007.

We got them in response to a Freedom of Information Act request we filed four years ago. They come from the State Department’s Bureau of Diplomatic Security, which was charged with overseeing and monitoring the contractors hired by State to secure its diplomats and other VIPs in the war zone. While firms like DynCorp and Triple Canopy make frequent appearances, the reports are dominated by Blackwater, which was paid roughly $1 billion between 2004 and 2009 to provide “worldwide protective services” for State Department personnel. (It continues to surreptitiously weave its tentacles into various government contracts; hence the name changes.)

In Iraq, Blackwater’s “protective services” consisted in large part of preemptively shooting any car that drove near its convoys. Page after page of the reports feature drivers (and occasionally boat pilots) who were fired upon simply because they drove “aggressively,” attempted to pass, or didn’t heed warnings to keep their distance. There was no routine mechanism for following up with the drivers to determine if they were injured or were actually hostile. Blackwater (and DynCorp and Triple Canopy) guards roamed Iraqi cities and highways, ignoring traffic rules and shooting at other drivers literally at will, and driving on. According to a 2007 investigation by the House Committee on Oversight and Government Reform [pdf], between 2005 and 2007 Blackwater operatives fired on Iraqis at least 195 times, or an average of 1.4 times per week. That included an infamous Baghdad firefight at Nisour Square that killed 17 civilians.

On February 19, 2007, a Blackwater motorcade carrying a dignitary to a local juvenile prison was attempting to make a left turn when a parked white four-door sedan entered oncoming traffic. “The lead [vehicle's] rear gunner…noticed that the lone occupant had a device in his hands,” reads a report on the incident. “Suspecting that the vehicle may be a Vehicle-Born Explosive Improvised Device, [redacted] fired one round from his rifle into the grill of the suspicious vehicle…. The impact of the round caused the driver to bring the vehicle to an immediate stop. He raised his hands in the air revealing that he held a cell phone.” The same Blackwater team fired on cars three other times that day.

Blackwater now making love with another corporate leech, BAE

The private mercenary company Blackwater, despite years of serious allegations of human rights abuses across the world, is only seeing bigger opportunities for expansion. The latest (via independent American journalist Tim Shorrock), is this:

Blackwater, the notorious mercenary company now known as “Xe,” has a new Chief Operating Officer (COO) – Charles (Chuck) Thomas, formerly of the British-owned defense and intelligence contractor BAE Systems Inc. According to today’s press release from Blackwater owner USTC Holdings LLC,

Thomas joined Xe on September 6, 2011, retired as a Major General in the U.S. Army, where he held the position of Chief of Staff, Headquarters, U.S. Army Training and Doctrine Command from 1998 to 2001; Commanding General, U.S. Army Intelligence Center and School and Ft. Huachuca from 1994 to 1998; Deputy Chief of Staff, Intelligence, U.S. Army Europe from 1993 to 1994; Vice Director of Intelligence for the Chairman, Joint Chiefs of Staff from 1991 to 1993 and Director of the Joint Intelligence Center, U.S. Central Command in the first Gulf War; and many other leadership positions throughout his military career. He is based at the company’s new headquarters office in Arlington, Va.

Now that’s a pretty deep intelligence background – perfect for a company that is involved in some of the CIA’s most covert operations in Pakistan and elsewhere. It might take a while for reporters to figure out what this appointment means in the long run. So in the meanwhile let’s take a look at some Twitter postings today from an informed source on all things covert to explain a little about Thomas’ past and how his past jobs will enhance Blackwater’s role in the U.S. wars in the Middle East, North Africa and elsewhere on the planet (the author of these tweets asked to remain anonymous and I will respect that request).

Thomas at Xe is very bad. For a multitude of reasons. Chief among them, his vast knowledge base in compartmentalization…For starters, Thomas was STO on the Joint Staff under Cheney and Powell.  What does that mean? STO, or special technical operations officers, manage and “oversee” — heh — Special Access Programs, of the legal & extra-legal variety…The dude ran pretty much every military intelligence element at every echelon…He ran the Army’s intel schoolhouse at Huachuca…Then, he assumes command of TRADOC and the predecessor to what is now Human Terrain System (Note: see my Daily Beast article on HTS here)…In summation: Chuck Thomas brings to BW/Xe vast experience in blended operations, special collection and a solid grounding in STO.

It’s also important to understand the role of BAE itself in U.S. intelligence. I wrote quite a bit about the company’s contracts with the CIA and other agencies in my book Spies for Hire, and here’s an excerpt that was first published in CorpWatch in 2007. Note especially BAE’s extensive work for the CIA, with which Blackwater/Xe is closely identified:

BAE’s services to U.S. intelligence — including the CIA and the National Counter-Terrorism Center — are provided through a special unit called the Global Analysis Business Unit. It is located in McLean, Virginia, a stone’s throw from the CIA. The unit is headed by John Gannon, a 25-year veteran of the CIA who reached the agency’s highest analytical ranks as deputy director of intelligence and chairman of the National Intelligence Council. Today, as a private sector contractor for the intelligence community, Gannon manages a staff of more than 800 analysts with security clearances.

Why can’t a nice Blackwater man just go back to kill innocents?

Oh the horrors:

A federal judge denied a request by a former contractor, convicted of killing an Afghan civilian, for permission to return to Afghanistan for employment, according to a ruling made public Wednesday.

Calling the request “ill-timed” and “the epitome of arrogance,” U.S. District Judge Robert G. Doumar flatly refused to give Virginia Beach resident Chris Drotleff permission to leave the country, much less for travel to Afghanistan.

Drotleff and another former contractor were convicted in the shooting death of an unarmed Afghan civilian two years ago while working for a subsidiary of the private security contractor Blackwater, now known as Xe, which has facilities in Moyock, N.C.

A jury acquitted them of murder and related charges in the shooting deaths of two Afghans and the wounding of a third. But the jury found they acted unlawfully in one of the deaths and convicted them of involuntary manslaughter. Doumar sentenced them to prison but they remain free on bond pending appeal.

Last month, Drotleff through his attorney asked Doumar for permission to travel to Kandahar to work for a government contractor laying concrete and fiber-optic cable. Drotleff told the court he needed the high-paying work to support his family.

Federal prosecutors opposed the request, telling the court it would be impossible for Drotleff to be suitably supervised by probation officers while over there.

How America has no clue about the wars it is fighting, part 75432

It’s no secret that the U.S. Army has a language barrier to overcome in Iraq and Afghanistan. A decade of war has led an English-constrained military to seek all kinds of quick fixes, from translator gadgets to private contractors — something Defense Secretary Leon Panetta lamentedthis week. But more galling is the fact that the few soldiers who do speak Arabic, Pashto and Dari are still being wasted, even in the warzones where they’re needed the most. I know — because I was one of them.

The Army spends years and hundreds of thousands of dollars training each of its foreign-language speakers. At the same time, it uses costly contractors to work the same jobs for which its own linguists have trained. In Iraq and Afghanistan, private-sector linguists are largely replacing their military counterparts rather than augmenting their numbers, an expensive redundancy.

In the fall of 2006, I enlisted in the Army as a cryptologic linguist, one of the soldiers who translate foreign communications. A year of college Arabic hadn’t been enough to persuade intelligence-agency recruiters of my James Bond potential. The military, spook agencies assured me during a string of polite job-fair letdowns, was the place to start getting real-world experience. So off I went to boot camp.

Over two years of training followed, both in Arabic and the specific intelligence duties I’d need to perform in-country. In March 2009, I stepped off of a Blackhawk at Forward Operating Base Delta, a large base near al-Kut in southeastern Iraq. I figured I’d be translating captured Arabic communications to alert combat troops of danger.

So imagine my surprise when my new team sergeant picked me up at the airfield and mentioned he was a Korean linguist. It turned out that our five-man team had as many Korean speakers as Arabic ones — you know, for all the Korean spoken in the Iraqi desert. It was my first sign that the deployment wouldn’t be the one I trained for.

Blackwater launches privatised mercenary army for global hire

Welcome to the future of warfare; privatised, deadly, unaccountable, brutish, secretive and increasingly attractive to so-called democracies and autocracies looking for a stealth force to repress or kill. A stunning New York Times investigation yesterday:

Late one night last November, a plane carrying dozens of Colombian men touched down in this glittering seaside capital. Whisked through customs by an Emirati intelligence officer, the group boarded an unmarked bus and drove roughly 20 miles to a windswept military complex in the desert sand.

The Colombians had entered the United Arab Emirates posing as construction workers. In fact, they were soldiers for a secret American-led mercenary army being built by Erik Prince, the billionaire founder of Blackwater Worldwide, with $529 million from the oil-soaked sheikdom.

Mr. Prince, who resettled here last year after his security business faced mounting legal problems in the United States, was hired by the crown prince of Abu Dhabi to put together an 800-member battalion of foreign troops for the U.A.E., according to former employees on the project, American officials and corporate documents obtained by The New York Times.

The force is intended to conduct special operations missions inside and outside the country, defend oil pipelines and skyscrapers from terrorist attacks and put down internal revolts, the documents show. Such troops could be deployed if the Emirates faced unrest or were challenged by pro-democracy demonstrations in its crowded labor camps or democracy protests like those sweeping the Arab world this year.

The U.A.E.’s rulers, viewing their own military as inadequate, also hope that the troops could blunt the regional aggression of Iran, the country’s biggest foe, the former employees said. The training camp, located on a sprawling Emirati base called Zayed Military City, is hidden behind concrete walls laced with barbed wire. Photographs show rows of identical yellow temporary buildings, used for barracks and mess halls, and a motor pool, which houses Humvees and fuel trucks. The Colombians, along with South African and other foreign troops, are trained by retired American soldiers and veterans of the German and British special operations units and the French Foreign Legion, according to the former employees and American officials.

In outsourcing critical parts of their defense to mercenaries — the soldiers of choice for medieval kings, Italian Renaissance dukes and African dictators — the Emiratis have begun a new era in the boom in wartime contracting that began after the Sept. 11, 2001, attacks. And by relying on a force largely created by Americans, they have introduced a volatile element in an already combustible region where the United States is widely viewed with suspicion.

The United Arab Emirates — an autocracy with the sheen of a progressive, modern state — are closely allied with the United States, and American officials indicated that the battalion program had some support in Washington.

“The gulf countries, and the U.A.E. in particular, don’t have a lot of military experience. It would make sense if they looked outside their borders for help,” said one Obama administration official who knew of the operation. “They might want to show that they are not to be messed with.”

Still, it is not clear whether the project has the United States’ official blessing. Legal experts and government officials said some of those involved with the battalion might be breaking federal laws that prohibit American citizens from training foreign troops if they did not secure a license from the State Department.

Mark C. Toner, a spokesman for the department, would not confirm whether Mr. Prince’s company had obtained such a license, but he said the department was investigating to see if the training effort was in violation of American laws. Mr. Toner pointed out that Blackwater (which renamed itself Xe Services ) paid $42 million in fines last year for training foreign troops in Jordan and other countries over the years.

The U.A.E.’s ambassador to Washington, Yousef al-Otaiba, declined to comment for this article. A spokesman for Mr. Prince also did not comment.

For Mr. Prince, the foreign battalion is a bold attempt at reinvention. He is hoping to build an empire in the desert, far from the trial lawyers, Congressional investigators and Justice Department officials he is convinced worked in league to portray Blackwater as reckless. He sold the company last year, but in April, a federal appeals court reopened the case against four Blackwater guards accused of killing 17 Iraqi civilians in Baghdad in 2007.

To help fulfill his ambitions, Mr. Prince’s new company, Reflex Responses, obtained another multimillion-dollar contract to protect a string of planned nuclear power plants and to provide cybersecurity. He hopes to earn billions more, the former employees said, by assembling additional battalions of Latin American troops for the Emiratis and opening a giant complex where his company can train troops for other governments.

Knowing that his ventures are magnets for controversy, Mr. Prince has masked his involvement with the mercenary battalion. His name is not included on contracts and most other corporate documents, and company insiders have at times tried to hide his identity by referring to him by the code name “Kingfish.” But three former employees, speaking on the condition of anonymity because of confidentiality agreements, and two people involved in security contracting described Mr. Prince’s central role.

The former employees said that in recruiting the Colombians and others from halfway around the world, Mr. Prince’s subordinates were following his strict rule: hire no Muslims.

Muslim soldiers, Mr. Prince warned, could not be counted on to kill fellow Muslims.

People involved in the project and American officials said that the Emiratis were interested in deploying the battalion to respond to terrorist attacks and put down uprisings inside the country’s sprawling labor camps, which house the Pakistanis, Filipinos and other foreigners who make up the bulk of the country’s work force. The foreign military force was planned months before the so-called Arab Spring revolts that many experts believe are unlikely to spread to the U.A.E. Iran was a particular concern.

To bolster the force, R2 recruited a platoon of South African mercenaries, including some veterans of Executive Outcomes, a South African company notorious for staging coup attempts or suppressing rebellions against African strongmen in the 1990s. The platoon was to function as a quick-reaction force, American officials and former employees said, and began training for a practice mission: a terrorist attack on the Burj Khalifa skyscraper in Dubai, the world’s tallest building. They would secure the situation before quietly handing over control to Emirati troops.

Blackwater is God’s new gift to perverted morality

The private military contractor is a key player in the post 9/11 world. This latest choice shows the complete moral collapse of a corporation that sells itself as an “efficient” and privatised player in the “war on terror”:

The consortium in charge of restructuring the world’s most infamous private-security firm just added a new chief in charge of keeping the company on the straight and narrow. Yes, John Ashcroft, the former U.S. attorney general, is now an “independent director” of Xe Services, formerly known as Blackwater.

Ashcroft will head Xe’s new “subcommittee on governance,” its backers announced early Wednesday in a statement. The subcommittee is designed to “maximize governance, compliance and accountability” and “promote the highest degrees of ethics and professionalism within the private-security industry.”

In other words, no more shooting civilians in Iraq and Afghanistan, no more signing for weapons its guards aren’t authorized to carry in war zones, no more impersonations of cartoon characters to acquire said weaponry, and no more ‘roids and coke on the job.

Ashcroft’s arrival at Xe is yet another clear signal it’s not giving up the quest for lucrative government security contracts now that it’s no longer owned by founder Erik Prince, even as it emphasizes the side of its business that trains law enforcement officers. In September, it won part of a $10 billion State Department contract to protect diplomats, starting with the U.S. consulate in Jerusalem.

Ashcroft, a U.S. senator before becoming attorney general in the Bush administration, is a very known quantity to the federal officials that Xe will pitch. Even if he’s not lobbying for Blackwater, Ashcroft’s addition on the board is meant to inspire confidence in government officials of its newfound rectitude.

To some, Ashcroft will be forever known as the face of Bush-era counterterrorism: the official who vigorously defended the Patriot Act’s sweeping surveillance powers; told civil libertarians that their dissents “only aid terrorists,” and covered up the Spirit of Justice’s boob. At the same time, when Ashcroft was critically ill in 2005, he resisted a White House mission to his hospital bed entreating him to reauthorize warrantless surveillance in defiance of the acting attorney general.

“This is a company with a strong history of service to its country, and a reputation of best-in-class offerings to its public and private customers,” Ashcroft said in a statement. “I look forward to helping USTC enhance its governance and oversight capabilities as the company moves forward,” referring to U.S. Training Center, another of Blackwater’s many names. Like scores of other senior security officials, Ashcroft has spent his post-government career running a Washington consulting firm.

Murder civilians and continue getting mercenary work

The future of warfare:

The number of private security personnel working for the US military in Afghanistan rose to 18,919 at the end of last year, the highest level used in any conflict by the United States, a congressional report said.

The Congressional Research Service report said that the number of private security contractor personnel in Afghanistan has more than tripled since June 2009.

Privatised, unaccountable, criminal and Blackwater:

Blackwater looks set to survive an Afghan government clampdown on mercenaries after Hamid Karzai was forced by his western partners to abandon a complete disbandment of private security companies.

Under plans to be announced by the Afghan government this month many security contractors, whom Karzai regards as being little better than militias, will be allowed to continue operating for another year.

As part of a complex new transition strategy the government is giving them until 21 March 2012 before most security for development projects is taken over by the Afghan Public Protection Force. The APPF is a government security service intended to assume control over the country’s hugely lucrative commercial security industry, which employs around 30,000 guards.

Western and Afghan officials say the draft plans drawn up by former Karzai opponent Ashraf Ghani will actually allow companies to keep supplying private guards and security services to development projects indefinitely. According to a list seen by The Guardian 11 companies operating in Afghanistan that have a good reputation with government officials will enjoy favoured status in taking over contracts.

Xe Services, formerly known as Blackwater, is included in that group despite being banned in Iraq and notorious for its activities in Afghanistan.

Blackwater helping us save the world

Look at what our world has created; mercenaries with government backing:

Erik Prince, the founder of the international security giant Blackwater Worldwide, is backing an effort by a controversial South African mercenary firm to insert itself into Somalia’s bloody civil war by protecting government leaders, training Somali troops, and battling pirates and Islamic militants there, according to American and Western officials.

The disclosure comes as Mr. Prince sells off his interest in the company he built into a behemoth with billions of dollars in American government contracts in Iraq and Afghanistan, work that mired him in lawsuits and investigations amid reports of reckless behavior by his operatives, including causing the deaths of civilians in Iraq. His efforts to wade into the chaos of Somalia appear to be Mr. Prince’s latest endeavor to remain at the center of a campaign against Islamic radicalism in some of the world’s most war-ravaged corners. Mr. Prince moved to the United Arab Emirates late last year.

With its barely functional government and a fierce hostility to foreign armies since the hasty American withdrawal from Mogadishu in the early 1990s, Somalia is a country where Western militaries have long feared to tread. The Somali government has been cornered in a small patch of Mogadishu by the Shabab, a Somali militant group with ties to Al Qaeda.

This, along with the growing menace of piracy off Somalia’s shores, has created an opportunity for private security companies like the South African firm Saracen International to fill the security vacuum created by years of civil war. It is another illustration of how private security firms are playing a bigger role in wars around the world, with some governments seeing them as a way to supplement overtaxed armies, while others complain that they are unaccountable.

The new frontier; private firms making money in apartheid West Bank

The Danish-British security firm G4S recently confirmed in a letter its involvement in the Israeli occupation and violations of international law — reported on last month by The Electronic Intifada.

After the publication of The Electronic Intifada’s report on 15 December 2010, the Business & Human Rights Resource Centre asked G4S to respond to the investigation as well as a 28 November 2010 article published by Press TV ( “‘Firm sold torture instruments‘”).

Within a week G4S replied, confirming that it had withdrawn from contracts providing security officers to residential settlements in the West Bank in 2002. “However, we continue to serve major commercial customers, for instance supermarket chains, whose operations include the West Bank,” the company stated ( the letter can be downloaded from the Business & Human Rights Resource Centre’s website).

G4S claims in its letter that the commercial clients in illegal Israeli settlements in the occupied West Bank serve the general public. The company wrote that contracts include the provision of security officers to protect the premises of “commercial clients who serve the general public” in the occupied West Bank. However, G4S fails to address that Israeli settlements serve an exclusively Jewish population and are built illegally on occupied Palestinian land.

By providing security services to illegal settlement businesses, G4S facilitates Israel’s violations of international law. In 2004, the International Court of Justice (ICJ) reaffirmed the illegality of the construction of the wall and settlement colonies in the occupied West Bank, including East Jerusalem. According to the ICJ, construction activities should stop immediately and the wall and settlements be dismantled.

G4S tries to downplay its involvement by stating that the number of security officers deployed in the West Bank is “generally less than twenty and currently stands at eight.” However, violation of international law remains a violation, no matter the size.

Two:

A company closely associated with the security firm once known as Blackwater has won a new State Department contract worth more than $84 million over five years.

The contract was won by International Developments Solutions, a joint venture that includes U.S. Training Center, a company until recently owned by Xe Services, which changed its name from Blackwater following a cascade of legal problems over several years.

The consortium will provide protective security in the Israel-occupied West Bank, “services that are based from the U.S. Consulate in Jerusalem,” State Department spokesman Mark Toner said.

The initial contract, awarded Jan. 3, is for one year, “with the possibility of four, one-year renewable options” with a total value of roughly $84.3 million, Toner said.

International Development Solutions (IDS) is a joint venture between majority partner Kaseman, a McLean, Va., firm whose board is stocked with top former State Department and CIA officials, and U.S. Training Center (USTC), a onetime Blackwater affiliate that former officials say still employs many of its operatives.

Who says a company causing death and destruction should be a barrier to securing US deals?

Never mind the dead civilians. Forget about the stolen guns. Get over the murder arrests, the fraud allegations, and the accusations of guards pumping themselves up with steroids and cocaine. Through a “joint venture,” the notorious private-security firm Blackwater has won a piece of a five-year State Department contract worth up to $10 billion, Danger Room has learned.
